H Στέλλα Κυβέλου-Xιωτίνη είναι Καθηγήτρια α’ βαθμίδας, στο Τμήμα Οικονομικής και Περιφερειακής Ανάπτυξης του Παντείου Πανεπιστημίου και Διευθύντρια του Μεταπτυχιακού/Διδακτορικού Προγράμματος Σπουδών του Τμήματος (2022-2024). Αρχιτέκτων-Μηχανικός ΕΜΠ, DEA και PhD Χωροταξίας, Περιφερειακού Σχεδιασμού και Πολεοδομίας του Παν.Paris I-Panthéοn-Sorbonne., είναι εξειδικευμένη σε ζητήματα τοπικής ανάπτυξης και αυτοδιοίκησης, Ευρωπαϊκής πολιτικής περιβάλλοντος (EIPA, Maasticht) και Θαλάσσιου Χωροταξικού Σχεδιασμού. Διαθέτει σημαντική ερευνητική δραστηριότητα στα ζητήματα της Ευρωπαϊκής χωρικής ανάπτυξης και συνοχής και διετέλεσε διευθύντρια του Εθνικού Σημείου Επαφής ESPON 2013 (2008–2015). Τα ερευνητικά ενδιαφέροντά της εστιάζονται σε ζητήματα στρατηγικού χωρικού σχεδιασμού, βιώσιμης αστικής ανάπτυξης και ανάπτυξης «χωρίς αποκλεισμούς», γαλάζιας οικονομίας και θαλάσσιου χωροταξικού σχεδιασμού, πολιτιστικής κληρονομιάς και τουρισμού, γεωγραφίας, γεωφιλοσοφίας και γεωπολιτικής. Έχει συμμετάσχει ως εμπειρογνώμων σε πολλά Ευρωπαϊκά έργα, όπως τα SUPREME, IMP facility for the Mediterranean, MUSES, IMP facility for the Black Sea, κλπ. και ως συντονίστρια στα ESPONTrain (LP), ESPON-INTERSTRAT, ESPON-USESPON, και ESPON-on-the-Road.Σήμερα είναι Principal Investigator του έργου ΕΛΙΔΕΚ «HER-SEA» (2022-2024) με αντικείμενο την ανάδειξη και ενσωμάτωση στον χωρικό σχεδιασμό της παράκτιας και υποθαλάσσιας πολιτιστικής κληρονομιάς. Είναι επίσης Eστιακό σημείο επαφής για τον θαλάσσιο χωροταξικό σχεδιασμό στην λεκάνη της Ανατολικής Μεσογείου ως ανεξάρτητη εμπειρογνώμων (MSP AM, European MSP-Platform, DGMARE/CINEA). Το 2011, τιμήθηκε από την Γαλλική κυβέρνηση ως «Chevalier à l’ordre de Palmes Académiques». H κ.Κυβέλου είναι επίσης μέλος του Εθνικού Συμβουλίου Χωροταξίας (2022-2025).
